What is an SHMS audit?
An SHMS audit checks whether a workplace has a working Safety and Health Management System, as required by the WSH (Safety and Health Management System and Auditing) Regulations. Certain worksites, shipyards and factories must have their system audited at fixed intervals by an SAC-accredited WSH Auditing Organisation.
Each type of workplace is audited against its own standard: ConSASS for construction worksites, SS 651 for the process industries, the Metalworking Industry requirements for metalworking factories, and the WSH Requirements for Marine Industries for shipyards.

SHMS audit questions
Who can conduct a mandatory SHMS audit?
An SAC-accredited WSH Auditing Organisation, using auditors listed in its SAC schedule.
Is SS 506 still used?
No. SS 506 has been withdrawn. SS 651 now applies to the process industries.
Can ISO 45001 certification replace the audit?
For shipyards and metalworking factories, MOM accepts an ISO 45001 certification audit if the organisation is both an SAC-accredited certification body and an SAC-accredited WSH Auditing Organisation, its auditors are listed in the SAC schedule, and the audit also covers the marine or metalworking requirements.
What about smaller worksites and shipyards?
Worksites below S$30 million must carry out a review at least every six months, and shipyards with fewer than 200 people at least every 12 months.
