What is the bizSAFE Level 2 course?
The bizSAFE Level 2 course, officially titled Develop a Risk Management Implementation Plan, is a WSQ course under the competency Workplace Safety and Health Control Measures. On completion, learners have the knowledge and skills to be the Risk Management Champion for their organisation, reducing risks at source by managing the risk management process at the workplace.
Learners develop a practical risk management implementation plan that sets out the actions to be taken, by whom and by when. The course also covers forming a risk management team, risk assessment, controlling and monitoring risks, and communicating them to everyone involved, in compliance with the Risk Management Code of Practice.

- GST at 9% is charged on the full course fee, before funding.
- Funding requires 100% attendance and a pass in the assessment. If either is not met, the full course fee is billed for that participant. Retests are not available.
- An SME is a company registered with SkillsFuture Singapore as an SME. All other companies are shown as MNCs.
- Company-sponsored participants must be employees of the sponsoring company. CCIS submits the funding application for eligible participants.
- Companies may claim absentee payroll of $4.50 per training hour attended for company-sponsored Singapore Citizens and PRs, up to $72.00 per participant for this course, capped at $100,000 per company per calendar year. It does not apply to self-sponsored participants.
- Participants must be able to listen, read, speak and write English at a proficiency level equivalent to Employability Skills (ES) Level 5 (equivalent to a GCE N or O level pass), and be able to manipulate numbers at the same level.
bizSAFE Level 2 questions
How much does the bizSAFE Level 2 course cost with funding?
$148.20 for participants sponsored by an SME, and for Singapore Citizens aged 40 or above. $224.20 for MNC-sponsored or self-sponsored Singapore Citizens under 40 and PRs. $414.20 for foreigners who are not Singapore Citizens or PRs. All fees include GST, which is 9% of the full course fee.
Do we apply for the funding ourselves?
No. CCIS submits the SkillsFuture funding application for eligible participants once you register.
Can our company claim absentee payroll?
Yes, for company-sponsored Singapore Citizens and PRs. The rate is $4.50 per training hour attended, up to $72.00 per participant for this course, capped at $100,000 per company per calendar year. Self-sponsored participants are not eligible.
What if a participant misses a session or does not pass?
Funding requires 100% attendance and a pass in the assessment. If either is not met, the full course fee is billed for that participant. Retests are not available.
What certificate do participants receive?
Participants who pass receive a WSQ Statement of Attainment showing the competency WPH-WSH-4075-1.1 Workplace Safety and Health Control Measures and the course title Develop a Risk Management Implementation Plan – bizSAFE Level 2.
Does the participant need to attend bizSAFE Level 1 first?
No. bizSAFE Level 1 is attended by a director or top executive. bizSAFE Level 2 is attended by the manager or supervisor appointed as the Risk Management Champion, and they can attend without Level 1 being completed first.
What can participants do after the course?
Participants can lead risk management at their workplace as the Risk Management Champion. Many companies attend for this reason alone. Companies that also want bizSAFE Level 3 then put risk management in place and pass a WSH Risk Management (RM) Audit, and CCIS can guide them through it.
Does the course award PDUs?
Yes. The bizSAFE Level 2 course awards 15 PDU points from the Professional Engineers Board (PEB) to registered Professional Engineers.
What are the prerequisites for bizSAFE Level 2?
Participants must be able to listen, read, speak and write English at a proficiency level equivalent to Employability Skills (ES) Level 5 (equivalent to a GCE N or O level pass), and be able to manipulate numbers at the same level.

- All course fees stated are inclusive of prevailing GST
- For companies registered with SkillsFuture Singapore (SSG) as Small and Medium Enterprises (SMEs), 70% of the course fee (before GST) is eligible for funding
- For companies registered with SSG as non‑SMEs, 50% of the course fee (before GST) is eligible for funding
- Upon receipt of a completed application, CCIS will submit the training grant application on behalf of eligible participants, where applicable
- Funding eligibility is strictly subject to successful course completion and 100% attendance. If a participant fails the course or does not meet the full attendance requirement, no funding will be granted for that participant, and the organisation will be billed the full course fee
- Retests are not permitted under any circumstances
